[ovs-announce] Open vSwitch 3.1.0 is Available.

The Open vSwitch team is pleased to announce the release of Open vSwitch 3.1.0:

A few other feature highlights of 3.1.0 include:

   - OpenFlow:
     * New OpenFlow extension NXT_CT_FLUSH to flush connections matching
       the specified fields.

   - Detection of changes in CPU affinity and automatic adjustment of the
     number of handler and revalidator threads.

   - Userspace Datapath:
     * Support for DPDK 22.11.
     * AF_XDP support is now built-in by default, if all dependencies are
       available at the build time.
     * New experimental PMD load based sleeping feature.

Also, with the release of OVS 3.1, according to the release process, OVS 2.13,
2.14 and 2.15 are reaching EOL.  Users should consider upgrade to the latest
stable 3.1.x series or current LTS series 2.17.x.  One last set of releases for
branches 2.13 - 2.15 will be prepared in the near future.
