Message: rhel: Add support for ovs-systemd-reload force-reload-kmod

Currently, on Fedora/RHEL7, is not possible to use "ovs-ctl force-reload-kmod"
due to how systemd dependencies works on RHEL (as explained in
rhel/README.RHEL.rst).

This patch moves some functions from ovs-ctl.in to ovs-lib.in, in order to be
used from the RHEL-only ovs-systemd-reload script.
