Message: nb/sbctl: Set default cluster connection mode to no-leader-only

When simulating cluster recovery in case all nodes are down and are
recoverable, restarting ovn services causes nb/sbctl to hang as
there is no leader elected yet. Hence, this commit fixes the same where
it allows connect to itself when starting services via ovn-ctl.
For ovsdb-client and ovn-nbctl in daemon mode, default still uses leader-only
to get cluster stats from running cluster.
