Message: ovn-ctl: Fix nb/sb ctl init

For cluster mode, to connect to local ovn nb/sb db, one needs to pass
no-leader-only to ovn-nb/sb-ctl init so that ovn services can start up
without specifying remote. However, in case where all nodes in the cluster reboots
and last leader node is lost, starting ovn services on rest follower nodes doesnt proceed
since ovn-nb/sb-ctl init relies on --leader-only by default. Hence, this commit
addresses the same where if no remote leader is specified and ovn services are just restarted
on follower nodes, ovn services will come up fine and follower node will
directly join the cluster
