Message: Add support for travis-ci ppc64le builds.

- Updated matrix in .travis.yml to include arch ppc64le jobs.
- Unit tests are included.
- Dpdk builds are included.
- Dpdk testing is not run as hugepages are not currently
  available in the ppc64le travis environment.
- Kernel builds are limited to 5.5 and 4.18 to reduce total run time.
- Sparse is not used on ppc64le jobs due to lack of altivec support in sparse.
