Message: netdev-dpdk: Remove usage of RTE_ETH_DEV_CLOSE_REMOVE flag.

Following DPDK commit [1], RTE_ETH_DEV_CLOSE_REMOVE flag is obsolete.
Behavior is equivalent to "always on". Remove the usage of that flag.
