[ovs-dev] xenserver: use ovs-vsctl for VIF VLAN configuration instead of /var/lib/openvswitch/br-*

I'm still thinking about the rest of this thread, but this part
is easy and desirable to fix, so I've separately mailed out a
patch that does so for review.
