[ovs-dev] [PATCH] vswitch: Clarify "arguments" versus "options".

[Ben Pfaff]

Interface has an "options" column but some text referred to "arguments"
instead, which confused some readers.  Also be even more explicit about
syntax, since this also confused some readers.
