Maybe we can do something generic like:

Copyright is retained by the respective authors or their assignees.

Ideally we could also either just reference the AUTHORS file or say
that the author is the Open vSwitch project, without having to
maintain a second copy of the list.

I don't know what Debian policy is on either of these.

The section about include/openvswitch specifies GPL v3 but it should be v2.
