Ben and I were trying to remember why we did the active polling, but couldn't remember and a reason isn't provided in the logs.  It precedes the RTNL notification code and our active deletion of port configuration during startup on XenServers, so it may not be need anymore.  We'll leave it out for now and see if any problems arise.  If they do, we'll probably take the approach you've described.
