[ovs-dev] InMon sFlow licence and DFSG

I think everyone understands this now,  but just to summarize:  we believe the sFlow license (http://www.inmon.com/technology/sflowlicense.txt)  is compatible with DFSG,  but if the Debian community prefers the APL instead (http://host-sflow.sourceforge.net/license.html) then it's OK for OVS to use that instead.

We only used the APL for host-sflow because it was already OSI-approved,  it met our needs,  and we don't like paperwork.
