[ovs-dev] ovs-appctl returns code 400

It sounds like the brctl wrapper script needs to be installed.  We don't
document how to do that (but we should).

You can also use "ovs-vsctl list-br" and "ovs-vsctl list-ports <bridge>"
to list bridges and their ports.
