I can think of a few reasons that this would happen.
If OVS is configured to connect to a controller that cannot be
contacted, by default OVS goes into a "fail standalone" mode in which
OVS does switching by itself.
If OVS is configured to connect to a controller, and then OVS is
reconfigured not to connect to any controller, then OVS clears the flow
table.
