Yes.  If OVS receives nothing from the Controller for (by default) 5 seconds, it
sends an "echo request" message to the Controller.  If it doesn't get
a reply within
an additional 5 seconds, it closes the connection and attempts to
reconnect.  If it
can't reconnect within (by default) another 5 seconds, it assumes that
the connection
to the controller is down and (by default) starts switching packets itself.
