[ovs-dev] [xenserver-licensing 2/6] xenserver: Add GPLv2 license text.

In this commit, it may be nice to explain why there's a LICENSE file and a GPLv2 file.  Based on our discussion, I realize it's because we've pulled in some of Xen's sources which refer to LICENSE, but that's not immediately obvious and potentially confusing.
