[ovs-dev] [PATCH] debian: Added a manpage for ovs-bugtool

I'm sorry, I don't quite follow the \fl suggestion.  An attempted
fgrep "\fl" turned up nothing and it doesn't appear to have any visual
affect on the resulting page.  What does it do?
