[ovs-dev] Which userspace tools version for kernel code that's going upstream ?

Either branch-1.4 or master should be compatible with the code that
is being upstreamed.  Currently, they are very similar, but branch-1.4
will only get bugfixes from now on whereas master is where active
development is occurring.
