[ovs-dev] [timer 0/4] New timer library.

The following series creates a simple timer library which will replace the
role-your-own solutions we have scattered about the code.  I converted a couple
of modules to use it, and plan to convert bridge and bondlib once Ben has
merged the series he had reviewed recently.  I didn't want to do a whole-sale
conversion of the entire code base until the approach has been properly
reviewed.

This series has been compile tested and make checked.  I will manually test CFM
and LACP before merging to ensure there are no major problems.
