The goal of that line was to remind developers (including me) that just
because it was in the OVS tree it wasn't necessarily fair game to copy
code out of datapath/ into other parts of the tree, since it might be
licensed only as GPLv2 by a third party.

Anyway, that's probably not too hard to figure out, so I'm OK with this.
