[ovs-dev] about setting QoS Rate limit on Openvswitch

hi,

i just read about QoS rate limit feature on opnvswitch. so, can we set rate limit on an openvswitch via a controller (e.g floodlight) instead of using ovs-vsctl 's command? which controller'command should we use?
