That wiki article was meant to be suggestions about what to consider for OpenFlow 1.2.  Since that was written, development of OpenFlow has moved to the ONF, so it's badly out of date.  Here's a description of the 1.2 release on the ONF website:

I don't have an update on when the 1.2 spec will be publicly released.
