s/an load balanced/a load balanced/ in vswitch.xml

I have a very small worry that someone might already set the rebalance
interval to 0, expecting to get the minimum rebalancing interval, and
that this would change behavior to turn off rebalancing.  But that
seems unlikely, so I guess it's fine.
