I know that I suggested uuidgen in conversation, but now I'm thinking
that it isn't the best choice because it's not entirely portable
(e.g. I have no idea whether FreeBSD generally has uuidgen).

Elsewhere in ovs-pki we use the current date, e.g. see commit
a20d2466fcd (ovs-pki: Add uniqueness to CA certs), and that seems to
work OK.  Would that be OK here too?  (And then we could keep $arg1, I
think, which might be helpful occasionally.)
