[ovs-dev] dpif: fix segfault in CONTROLLER action with sflow or ipfix

This patch fixes a segfault in the CONTROLLER action when the flow
contains a SAMPLE action, which occurs e.g. when sFlow or per-bridge
IPFIX is configured on the bridge.

This patch applies to both branch-2.0 and master.

Glenn, could you please check that this patch fixes your problem?
