If you run it from a bash you must add the .exe extension:

Administrator at hyperv-target2 /c/kern
$ msbuild
sh: msbuild: command not found

Administrator at hyperv-target2 /c/kern
$ msbuild.exe
Microsoft (R) Build Engine version 12.0.21005.1
[Microsoft .NET Framework, version 4.0.30319.33440]
Copyright (C) Microsoft Corporation. All rights reserved.

MSBUILD : error MSB1003: Specify a project or solution file. The current working
 directory does not contain a project or solution file.

Isn't it unusual to include the .exe extension as part of the program invocation?
