Mininet doesn't support OpenFlow 1.3 by default.  However, someone in 
the OpenDaylight project created a patch for it, please see the details 
on this wiki page:
https://wiki.opendaylight.org/view/Openflow_Protocol_Library:OpenVirtualSwitch#Stage_3

Also, you will need to run ovs-ofctl with the '-O OpenFlow13' option added.
