I think there's some more compatibility code that we can turn off in
3.12 - GRE transmit support and also the IP tunnel code.

Also, is VXLAN backported someplace? I didn't quite understand the use
of HAVE_VXLAN_SOCK_ADD, especially in conjunction with the version
check in one place.
