[ovs-dev] [PATCH] datapath: reorder action netlink attribute definition for upstreaming

branch 2.3 has not been released. I plan to back port to it.

The MPLS actions has been released since branch-2.1, but there is no
kernel implementation of them. So the ordering change should not have
any impact. I think.  Did I miss anything?
