[ovs-dev] How to set forwarding delay of OVS bridge

The ovs-vsctl man page has some examples of configuring STP. It should be
easy to extrapolate how configure the forwarding delay with the
"stp-forward-delay" configuration field described in the
ovs-vswitchd.conf.db man page.
