Hi Randall, pleased to meet you, and thanks for the patch.  It looks
like generally it does the right thing.  There is one problem, though:
all OVS new feature development happens on master, not on any older
branch.  There are some significant differences between branch-2.3 and
master in areas that this patch touches.  Will you please rework this
against master?
