[ovs-dev] Bug#766435: openvswitch-switch: missing startup rules

openvswitch is missing being seen as "network", and ssh with systemd 
starts not so far after network/ifupdown but fails to start
(ssh fails to start since its sshd_config rules defines not 0.0.0.0, to 
which it could easily start listening on lo during boot, but rather a 
specific interface IP address.)

A workaround that I am using is to edit
/etc/systemd/system/multi-user.target.wants/ssh.service

and to add on line "After="-> "openvswitch-switch.service"

this is not the ideal solution but it works
