[ovs-dev] if mod_vlan_vid is set in flow, then two virtual machines cannot communicate

I have some questions about the flow table. 
My environment is as follows:
Two virtual machines connected to the same openvswitch.Issued the following flow table:

I found that if mod_vlan_vid is set,  the ICMP request message from virtual machine 1 can reach virtual machine 2, but  the ICMP response message from virtual machine 2 can not reach virtual machine 1
 as is the case in turn.what can i do for this. thanks.
