This is partially an RFC.

Skip installing any potential logical switch "router type"
port arp responders; these should not be needed in lieu of
logical router port arp responders.
We are not using these in ovn in an functional manner.

The removal of arp responders for logical switch "router type"
ports is a RFC.  If there are special usages for logical switch 
"router type" port arp responders and Openstack comes to mind in
this regard, then lets ferret them out.

Add some additional documentation regarding logical switch
arp responders.

The documentation change here for VTEP type ports is meant
to be merged and consistent with the patch
