[ovs-dev] [PATCH v3] ovn: Support configuring the BFD params for the tunnel interfaces

I believe northbound database is the right place although it adds a change
to ovn-northd, but it's more natural, and in such way the admin would not
need to do this chassis by chassis, something specially important since
those can be dynamically added.
