I tested it on ubuntu using kernel 5.2.0-rc5+
I run
#make check-kernel TESTSUITEFLAGS='-k ip6gre'

and it works OK, not being skipped by
macro OVS_CHECK_KERNEL_EXCL(3, 10, 4, 15)
