[ovs-dev] [PATCH ovn v1] Documentation cleanup: sandbox

Fix ovn-sandbox documentation with regards to SANDBOXFLAGS. That
is, the sandbox in this repo will actually fail if we attempt to
start it with the --ovn flag.
