I tried this step but no luck.

[root at localhost ~]# yum install rh-python36 -y
Loaded plugins: product-id, search-disabled-repos, subscription-manager
No package rh-python36 available.
Error: Nothing to do

Could you list your repos?  Here's what I've got:
