[ovs-dev] Rebase of dpdk-latest branch.

Hi Ian,

Our dpdk-latest branch is really outdated now and fails travis builds
due to kernel module building issues that are fixed on master a long
time ago.  I rebased it locally -- we only need one patch on top of
current master that enables dpdk master branch -- and could force-push
to openvswitch github once it passes travis build:

Or I can leave it to you as I'm never actually touched this branch before.
