I use the "ovs-appctl dpctl/add-flow" to install rules with tunnel
src/dst port masked to tc dp.
And I didn't find that feature affects openflow layer. "make check"
all test suite were passed.
If hw we must match tunnel dst port, can we change the tnl_wc_init. I
test it ok.
