I agree my message wasn't exactly right.  The "quickly" part of your  
suggestion would seem sort of arbitrary and confusing if I ran across  
it in the log.  What about "Could not connect to controller (or  
OpenFlow channel could not be fully established) for XXX seconds,  
failing open"?
