[ovs-discuss] dividing link througput on VM

Hello every body,

i was just wondering if VS has the ability to divide  throughput on VMs


exemple 
                       eth0  (100MB)              
                        |                       
                       --------------------------------
                      |             OVS           |
                       --------------------------------
                     /                |            \
                   /                  |             \
                 /                    |              \
               /                      |               \
             /                        |                \
            /                         |                 \ 
       VM1 (20MB)        VM2 (10MB) VM3 (30 MB)

if no , is there any way to do this this openflow
