What is the network state of a physical machine that is powered off?
The network state of a virtual machine that is powered off is the same.

If you boot the VM again on another host, you can get the state from the
hypervisor there.

My answers are basically tautologies, so it seems that we are not
communicating well.  Maybe you should give an example of the kind of
state that you want to obtain.
