It sounds like you should configure eth1 in OVS as native-tagged for
VLAN 35, e.g.:
        ovs-vsctl set port eth1 vlan_mode=native-tagged tag=35
so that OVS will treat untagged packets coming in on eth1 as part
of VLAN 35.
