I don't know if I get your question....

The commands (or code) to install flows from the controller depends by 
the controller you have. Can you be more specific?
Anyway you can use both a reactive or proactive approach. Ususally, for 
basic communication, the reactive approach is active by default.
For proactive approach, for example on Floodlight you can use the flow 
pusher python application module.
