This is true, with a few exceptions.  One that comes to mind is that
some features (QoS, tunneling) are actually implemented in the
"netdev" layer, but as long as you implemented those there you'd still
get them.

Yes, look at PORTING and lib/dpif-provider.h and
lib/netdev-provider.h.
