Hi
       Vxlan tunnel based on udp, (TSO support offloads for tcp, NIC support  in default).
in the case of case2  , this is entirely normal performance for standard ovs2.1.2
Only if  you can make essential performance optimization.

Your NIC probably doesn't support offloads (checksum, TSO, etc.) in
the presence of VXLAN.
