Isn't that what's happening, since the packet counts are going up for that flow?

If this isn't the behavior you expect, you need to be more specific about what you're trying to do and what you're seeing.  You started off saying that you wanted to drop just iperf traffic, but now you're saying you want to drop all UDP traffic.  It looks like you're accomplishing the latter, so I don't know what to tell you.
