You would have to configure OVS as a service if you'd like the service 
command to use IMO.
You could alternately start it via 
/usr/share/openvswitch/scripts/ovs-ctl start/restart
Check that you have both the ovsdb-server running on your machine to get 
over the database connection failed error.
