[ovs-discuss] add-group issue

Hi, I reinstall my system and OVS 2.4 recently, and this used to work but
isn't working anymore:

ovs-vsctl --may-exist add-br br -- set bridge br
protocols=OpenFlow10,OpenFlow11,OpenFlow12,OpenFlow13,OpenFlow14,OpenFlow15

ovs-ofctl add-group br_vxlan group_id=2147483647,type=all -O OpenFlow15

At which point I get this error:

OFPT_ERROR (OF1.5) (xid=0x2): OFPGMFC_BAD_BUCKET
OFPT_GROUP_MOD (OF1.5) (xid=0x2):
 ADD group_id=2147483647,type=all

Any idea what it means? I'm not sure why it's no longer working for me.
