/usr/local/var/run/ is correct.

If you install OVS with packages like deb or rpm, then the configure
parameters are like this:
./configure --prefix=/usr --localstatedir=/var  --sysconfdir=/etc
--enable-ssl --with-linux=/lib/modules/`uname -r`/build
